Fast food packaging should implement the policy of simultaneously developing foamed tableware and environmental friendly tableware (Part 1)

China packaging daily published an article on "thoughts and suggestions on the continued prohibition of foamed tableware" in the column of industry competition on February 10. The author believes that some of the "thoughts and suggestions" are worth discussing. at present, foamed plastic tableware still has great development.

as we all know, in the early 1990s, due to the wide use of plastic tableware and plastic bags, their wastes were not properly treated, resulting in serious environmental pollution, that is, the so-called "white pollution". To this end, the former State Economic and Trade Commission issued Order No. 6 in 1999 to stop the production and use of disposable foamed plastic tableware and promote the use of substitutes, namely the so-called "environmental friendly tableware". This was absolutely necessary at that time, and since the ban was issued, the vast majority of regions have taken corresponding measures, and the control of white pollution has indeed achieved certain results. However, a recent survey of the fast-food tableware industry conducted by the relevant state departments found that, despite the state's No. 6 order and several notifications, the foamed plastic tableware still plays a leading role in the market in the past six years, and has a growing trend. According to statistics, in 1999, the sales volume of plastic tableware (including plastic fast-food boxes, bowls, cups and plates) was about 16billion. By 2005, it had risen to 28billion, including 12billion disposable plastic tableware. Among the disposable plastic tableware, 8.6 billion were made of foamed plastic, still accounting for 70% of the consumption of fast food tableware; 3.4 billion of them belong to various "environmental protection" types, accounting for only 30% of the consumption. the main reasons for the continued development of foamed plastic tableware

the reason why foamed plastic tableware can continue to have great development is that some local governments fail to implement the No. 6 order and the management agencies fail to implement it, which does not "block" the production and use of foamed tableware. But the author thinks that the main reasons are:

first of all, it should be recognized that the national attention to the control of white pollution has strengthened the management and recycling of plastic tableware waste, improved the public's awareness of environmental protection and the habit of civilized consumption, and effectively controlled the pollution caused by the waste of disposable foamed plastic tableware, so that it is possible to continue the production and use of foamed plastic tableware

secondly, foamed plastic tableware has the inherent advantages of low material consumption, light weight, high strength, heat preservation, heat insulation, good oil resistance and low price and cost. So far, no other material products can replace it. The so-called environment-friendly tableware (the title of "benefit learning" should be "substitute") is not really "environmental protection". Its performance and price are not comparable with those of foam plastic tableware. The waste pollution of tableware is also difficult to deal with. The packaging orders of ceramics, sanitary ware, building materials, gold, household appliances, furniture, lighting and other industries will fall like a cliff. The materials that can really "degrade" are still under development, and the success rate is very small. Because of its own shortcomings and shortcomings, it can not be a winner in the face of market competition, so that the foamed plastic tableware still occupies the space to continue to exist. According to the industry survey report, under the guidance of the government's policy of prohibiting foamed plastic tableware, the number of "environmental friendly" tableware enterprises of pulp molding has rapidly increased from about 100 in 1999 to about 600, with a production capacity of 4.5 billion. However, by 2002, there were only more than 60, with an output of 500million, which is a typical example. The facts show that although the "environmental protection tableware" is supported by the government, its production and use, as well as its market share, have not increased, but decreased. third, in recent years, in order to survive, the foamed plastic tableware industry has increased its self-development ability, and has learned from foreign experience. It has solved the technical difficulties of recycling foamed plastic tableware waste in terms of technology and equipment. The recycled waste plastic is recycled and granulated to produce low-grade hard plastic products, coatings, adhesives, paints, building material packaging products, daily life products, etc. Abandoned the backward traditional method of "burying" the waste of foamed plastics and tableware to cause environmental pollution

fourth, in a fundamental sense, the production and use of foamed plastic tableware can take the road of economic cycle, that is, according to the product life cycle, foamed plastic tableware can solve the environmental pollution problem from the various processes of product design, manufacturing, use and abolition, and truly realize the requirements of green packaging. to sum up, in recent years, the production and use of foamed plastic tableware have not been prohibited since the National Order No. 6 was issued. Instead, it has developed. It is not accidental. It has its inherent and inevitable rationality. The author believes that although China and the United States recently issued the "order" to continue to prohibit the production and use of foamed plastic tableware, there is no more ideal tableware that can completely replace the use in the foreseeable future. Therefore, at present, it is difficult to adhere to the policy of "Prohibition". Therefore, the author disagrees with the suggestion that "all manufacturers producing foamed plastic tableware must immediately stop production; all enterprises or vendors selling foamed tableware must immediately stop sales". As for those counterfeit products, whether foamed plastic tableware or environment-friendly tableware, once they appear, it is enough to continue "cracking down on counterfeits" according to the established policy. This industry has, and other industries can also supply the medical equipment market for Lubrizol's pellethane and isoblast brand products. This must not be used as an excuse to continue to prohibit the production and use of foamed plastic tableware

As early as may, 2001, after the issuance of the No. 6 order of the State Economic and Trade Commission, the people pointed out in the article "we should follow the scientific route in combating white pollution", that the idea of "banning white pollution" is difficult to work, "the most active way is to establish a set of systems to adapt to the market economy, recycle and reuse the waste foam used to pack different types of harness foam plastics into the circular economy"; In November of the same year, the economic journal also published "where is the waste foamed plastic lunch box?" Article. Advocate vigorously promoting Shanghai's experience of "vigorously recycling and turning waste into treasure" for plastic lunch boxes. People in the packaging industry in Shanghai, Guangdong, Shenzhen and other regions have also published articles in newspapers and magazines for many times, calling for reflection on the "white ban" policy, and hoping that the packaging industry policy formulated by the government should be based on the circular economy. The author believes that the "white ban" theory still has great influence. Another important reason is that due to the misinformation of some people and the misleading and hype of some media, they spread the wrong views of "foamed plastic tableware is toxic, harmful and carcinogenic" despite the facts that have been demonstrated and clarified many times by academic scientists and experts in the plastic industry. They ignore that the key to solving the white pollution is to recycle and dispose the waste well, and the foamed plastic tableware is the "culprit" of the white pollution, which is a "miscarriage" added to the foamed plastic tableware. They do not publicize and introduce the correct concept of economic cycle, scientifically seek methods to control the pollution of packaging waste, consciously or unconsciously use people's attention to environmental protection and their vigilance to the health hazards of pollution, transfer the attention of the public to the correct solution of pollution, make policy-making uncertain about the scientific basis, and it is difficult to determine a workable industrial policy
